MediShield and MediShield Life Premiums

Reference to the Government’s recent proposal enhancement in the MediShield Life, which is designed to cover all Singapore citizens and permanent residents and aims to cover all conditions for life, including pre-existing ones.
However, I believe there should be more rooms of improvements as there seems to be some in-equality in the system.
If I had not mistaken the meaning correctly, these subsidies are only applicable to those per capita income of up to $2,600. (Sources from the ST published on 29-Jun-2014)
For example a retire couple at the age of 70 and above with zero income living with their son & daughter with an average per capita income of $3500 will not be eligible for these subsidies. Correct me if I’m wrong here.
My questions of doubts here is that are they not the Pioneer Generation or Senior Singapore Citizen? Why should they be put out of the list just because their children’s earns more than $2,600? I can fully understand that in this case, the children’s are not eligible for the subsidies, but why should the senior citizens too!
Not forgetting that this is made compulsory to everyone by the Government. This means their kids are force to make such premiums payment, while their old parents are not being able to enjoy the subsidies set by the medishield life review committee. Is this Fair?
